Welcome to Emergency Capacity Assistance Program (ECAP)

The Emergency Capacity Assistance Program (ECAP) provides on-the-ground technical capacity building support to local government agencies and other stakeholders tasked with overseeing Haiti’s post-earthquake shelter and settlement activities. The first phase of ECAP, which concluded in February 2011, leveraged Haitian Diaspora experts to assist Haitian institutions with reconstruction planning. With additional funding of $3.8 million from USAID, Habitat for Humanity International (HFHI) and the Development Innovations Group (DIG), in collaboration with the Government of Haiti, will continue to provide this capacity building support through May 2012.
